Functional Purpose

Leads large complex assessment, evaluation, and analysis projects. Develops, validates, and implements large assessment systems, tools, processes, and procedures. Serves as a technical expert for development and validation of assessments, for high-stakes testing, evaluation, and organizational talent management initiatives.


1. Leads large complex projects and project teams to develop, deploy, and validate a full range of assessment tools for selection and evaluation systems, processes, programs, and procedures used in organizational decision making (e.g., high-stakes testing, training development). Ensures compliance with appropriate professional standards and guidelines, and legal requirements (e.g., Uniform Guidelines, SIOP Principles, APA Standards, negotiated agreements , EEO laws).

2. Consults with and coordinates cross functionally with stakeholders to assess selection, program, and evaluation needs to support and identify strategic alignment and business impact (e.g., return on investment [ROI]). Develops plans to implement and communicate changes to selection, program, and evaluation systems.

3. Conducts complex job analysis studies, and related projects. Designs, develops and administers data collection methodologies to capture data needed for assessments (e.g., development, validation, evaluation, competency models and other talent management processes and procedures).

4. Conducts technical and complex quantitative and qualitative data analyses (e.g., cluster analysis, content analysis, exploratory and confirmatory factor analysis, structural equation modeling) to develop, support and improve assessment systems (e.g., selection, evaluation) and talent management strategies using statistical analysis software (e.g., SPSS, SAS, R).

5. Leads complex projects to design, develop, and execute plans, strategies, and frameworks to identify, gather, evaluate, and analyze data to determine effectiveness of HR programs (e.g., training, development, selection) and initiatives. Utilizes established data analytic and visualization tools, techniques, and methods to accurately identify actionable recommendations.

6. Conducts research on advancements in assessment, evaluation, validation, and competency model methodologies, systems, and technologies. Identifies, defines, and documents, the feasibility of alternative methods and develops recommendations to improve processes, policies, guidelines, and practices based on professional standards. Shares technical knowledge (e.g., methodological, statistical, psychometric), and professional development support (e.g., coaching, mentoring) to teammates.

7. Provides technical advice, program guidance, and policy interpretation on the full range of programs, assessments, evaluation, analysis, and succession program standards, processes, procedures, and policies to organizational leadership and business owners. Resolves more complex or unique problem situations.

8. Provides written and/or oral testimony, briefings, and reports on complex technical and professional issues. Serves as technical expert and an expert witness in legal proceedings in the area of I-O psychology.


Manager Assessments & Analytics


1. Ability to perform and apply complex data analyses (e.g., Cluster Analysis, Exploratory and Confirmatory, Structural Equation Modeling) using standard social science statistical analysis packages (e.g., R, SAS, SPSS) sufficient to develop, validate, and evaluate selection systems and procedures.

2. Ability to use standard office software (e.g., Microsoft Excel, PowerPoint, Word) sufficient to develop reports, presentations, and graphically present data.

3. Ability to communicate orally and in writing sufficient to convey a range of complex technical concepts related to selection programs, policies, and procedures to non-technical audiences.

4. EDUCATION REQUIREMENT: Graduate degree in Industrial/Organizational Psychology or degree in a closely related field, which included a focus on selection methods and/or psychometrics from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education.

5. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position.

6. Ability to design and develop research projects sufficient to develop, validate, and evaluate assessments, evaluations, and strategies to measure results and draw conclusions regarding impact of results to strategic initiatives and business outcomes.

7. Knowledge of ethical, legal and professional standards related to testing and assessment development (i.e., Uniform Guidelines on Employee Selection Procedures [EEO], Principles for the Development and Validation of Employee Selection Procedures [SIOP] and Standards for Educational and Psychological Testing [AERA, APA]) sufficient to develop and validate legally-defensible, high stakes selection and assessment tools.

8. Ability to provide consultative services sufficient to coordinate and direct activities of self and others to ensure alignment with strategic business needs while influencing executive project sponsors and stakeholders.

9. Ability to manage large testing, assessment, and evaluation projects and lead a project team, including providing guidance to team members and planning, organizing, and coordinating the project activities.

10. Ability to effectively communicate analyses and research findings associated with technical subject matter to a non-technical audience using data visualization to convey the story.
