    Job Duties

    • Supervise staff that includes Senior Editors, Assessment Development Scientists, and Research Associates. Manage, monitor, counsel, and evaluate staff activities related to (1) job analyses; (2) items/forms development and maintenance; (3) content expert panel (CEP) meetings; and (4) exam statistics; and (5) quality control. Provide expert advice and oversight on survey, test development, data analysis, and job analysis methodology.
    • Monitor the quality of assessment development, data analyses, and psychometric work to ensure high-quality, on-time project completion. Oversee research and responses to issues with exam content, quality, or challenges. Review assessment drafts and monitor summary statistics for and psychometric properties of the assessments. Ensure all ANCC assessment development and psychometric practices are consistently applied and work with department leadership on transitioning new exams into the maintenance process.
    • Monitor quality of all reports, such as technical (e.g., role delineation) and psychometric reports to ensure they meet department SOP, work instruction, and applicable accreditation requirements. Ensure compliance with accreditation requirements of ANCC certification programs.
    • Ensure ANCC is using up-to-date, best practice assessment development and psychometric processes. Review literature, attend conferences, review department procedures, and update department procedures as necessary.
    • Perform other duties as assigned to support the department’s objectives and strategic goals.

    Job Qualifications

    Education

    Master’s degree in industrial-organizational (I/O) psychology, testing and measurement, psychometrics, research and statistics, or related field.

    Related Work Experience

    Five years in assessment development, job analysis, psychometrics, or equivalent. Three years of project management and staff management/team lead experience.

    Skills

    Test construction, development of alternative items, and test validation; job analysis; research design and completion, survey development and administration, and data analysis; meeting facilitation; oral and written communication; use of office computer software (e.g., Microsoft Word, Excel, PowerPoint) and statistical software (e.g., SAS, SPSS); staff and project management; analytical thinking and problem solving; public relations and customer service; and technical report writing.

    These Personnel Research Psychologist positions are located in the Office of Personnel Management's (OPM) HR Solutions (HRS) Assessment & Evaluation Branch (AEB).   AEB provides assessment services on a reimbursable basis to other Federal agencies and offers a fast-paced environment where your duties and responsibilities require interacting at all levels, across multiple offices, within and external to HRS and OPM.     • Lead a team of Personnel Research Psychologists responsible for developing the ALJ examination, and lead assessment strategy discussions.
    • Coordinate various ALJ assessment functions with the ALJ Program Office.
    • Plan and develop ALJ examination content.
    • Conduct subject matter expert focus groups with incumbent ALJs on the ALJ examination process and content.

    Qualifications

    In addition to meeting the Basic Requirements, applicants must have one year of experience (equivalent to the GS-13 level) that demonstrates all of the following:

    The Customer Insights Consultant is a key member of the CFI delivery team.  He or she is the primary project manager for a portfolio of accounts, performs data analysis, and ensures superior delivery of service to clients for CFI’s customer and employee satisfaction research programs. 

    Job Responsibilities

    • Lead project management effort for client engagements
    • Lead the development and presentation of insights and recommendations based on survey results and knowledge of client industry/business
    • Present findings to clients
    • Coordinate internal resources to ensure superior delivery for clients
    • Lead the kick-off and implementation effort for new programs
    • Lead client conference calls
    • Train clients on new or enhanced tools/features available
    • Participate in or lead special projects

    Job Requirements

    • Bachelor’s degree, preferably in social sciences, political science, marketing research, statistics, or related field.
    • 3+ years in customer experience measurement, market research, data analysis, project management, and/or client services.
    • Experience in survey research design and analysis  
    • Proficient in Microsoft Word, Excel and PowerPoint, and SPSS
