    • The duties may include, but are not limited to:
    • Monitor and analyze Federal HR issues and initiatives on a continuing basis and recommend specific merit system studies.
    • Research and provide guidance on HR policies, programs, and practices.
    • Conduct studies, to include study design, research and field work, data and issue analysis, and writing a study report that presents findings and recommendations to the President, Congress, and Federal agencies.
    • Consult with and advise the office director and staff and other senior MSPB officials about the significance and consequences of study findings and recommendations.
    • Develop and maintain professional contacts with senior staff of Federal agencies, professional associations, employee and management organizations, and other stakeholders.
    • Represent MSPB before policymakers, Federal agencies, and stakeholders to explain MSPB programs and research, obtain information, and discuss studies.

    Responsibilities

    The selectee will serve as a Branch Chief in the Human Resources Research and Assessment Division responsible for leading the development and validation of effective competency-based assessments for employee selection, promotion, career development, and organizational effectiveness.

    Additional duties of this position may include:

     Performing a full range of supervisory functions.

     Conducting research studies to evaluate the effectiveness of existing HR systems and tools, and consulting and advising management of conclusions and recommendations.

     Utilizing knowledge of test theory, psychometric methodology, and statistics to research and analyze HR data related to hiring, retention, and workforce analysis.

     Designing and revising Secret Service policies and operating procedures as they relate to human capital initiatives.

     Preparing comprehensive recommendations for improving/streamlining operations.

    Qualifications

    Ideal candidates will possess an advanced degree in Industrial/Organizational Psychology or related field of study; and will possess a combination of education, training, and experience in test theory, quantitative and qualitative data analytic strategies, and research methodology.
