The City of Alexandria is focused on using data and analysis to help us make smarter decisions to deliver efficient and effective services. About the Job

The Performance Analyst is responsible for analyzing important topics and presenting findings and recommendations to decision makers; improving the City's business intelligence data; training departments on the value of using data and analysis; and helping collect data including developing and managing scientific surveys. Additionally, the ideal candidate must be able to work and complete projects with a high degree of independence under the general supervision of the Chief Performance Officer. 

Job Duties

  • Analysis:   Your expert skills are needed to analyze problems, write reports, and present findings and recommendations to help inform decisions.   Projects focus on critical service delivery challenges and questions of import for the City Manager and departments. These projects may be long-term or ad hoc and can range in complexity and scope.  Examples include analyzing business processes, examining service delivery issues, analyzing budget requests, determining root causes, evaluating programs, and analyzing workload/staffing issues. 
  • Dashboard:  Help departments implement and use an interactive and visual dashboard that provides business intelligence for the public and departmental use. This includes working closely with departments to select indicators, visualize data, and establishing a repeatable collaborative monitoring process to review data.
  • Data collection and surveys:  Help the City collect business data for analysis and dashboarding.  This includes extracting data from source systems which may involve working with data owners on business processes, data cleaning, and data verification.  In addition, help develop and lead methods to collect important data through surveying, observations, and other approaches.
  • Other duties as assigned: Given the dynamic atmosphere of the City and the responsibility of OPA to assist with analysis for the City Manager, additional work may be assigned. 

Job Requirements

As part of our team, Performance Analyst must possess the background and experience working with data owners on understanding, cleaning, and verifying important data needed for analysis, dashboards, and decision making; the excitement, drive, and curiosity to explore and discover information in the City's data; the expertise helping departments collect data including conducting scientific surveys; the ability to use statistics and data analysis to evaluate issues and quantitatively solve problems; the flexibility to work independently as well as collaboratively with all levels of the organization; the strong ability to plan and lead projects  and be able to present data analysis, findings, and recommendations to leaders and management in concise reports and clear presentations.

Minimum & Additional Requirements

OPA is seeking candidates who possess a Bachelor's degree in public policy, statistics, data science, public administration or related field of study, and three years analysis experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Master's Degree in a directly-related field; three years of analysis experience.
