What We’re Looking For:

The position works in the Office of Human Capital, on the Talent Staffing team.  As an Employee Assessment Specialist/Personnel Psychologist, you will be responsible for advising hiring managers on the use of assessments; developing assessment materials and administering assessments for employee selection; analyzing the assessment program and employee selection results, and serving as an assessment specialist resource within the Talent Staffing team.

Job Duties

As an Employee Assessment Specialist, you will:

  • Collaborate with hiring officials to create strategies, tools and assessments to optimize and streamline applicant screening. Strategies and tools can include behavioral interviewing, performance tests, and candidate screening questions.
  • Analyze job requirements and content to establish criteria for classification, selection and other related personnel functions.
  • Develop psychometrically sound and useful tools, including interview techniques, applicant assessment rating scales to assess skills and abilities for the purposes of employee selection.
  • Develop surveys and scales and uses survey methodology to assess employee opinion, organizational climate and culture.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience at the CN-53 level: You must have one year of specialized experience at or equivalent to the CN-52 level. (For qualification purposes, CN-52 is broadly equivalent to the GS-12 level.) For this position, specialized experience is defined as development and application of quality and effective assessment tools to support individual and organizational decision making (e.g. employee selection). This experience should reflect direct experience (1) analyzing candidate/applicant and employee assessment challenges and identifying cost-effective screening and assessment tools; (2) leading research studies to develop or identify and implement assessment tools for human resources decision making; (3) applying competency-based tools and strategies for employee selection and development purposes and (4) recommending and conducting other organizational assessments to support an organization's goals and mission.


Specialized Experience at the CN-52 level: You must have one year of specialized experience at or equivalent to the CN-51 level. (For qualification purposes, CN-51 is broadly equivalent to the GS-11 level.) For this position, specialized experience is defined as experience assisting in the development and application of high quality and effective assessment tools to support individual and organizational decision making (e.g., employee selection). This experience should reflect direct experience (1) analyzing candidate and employee assessment challenges and identifying cost-effective screening and assessment tools; and (2) leading or supporting research studies to develop or identify and implement assessment tools for human resources decision making and (3) recommending and conducting organizational assessments to support an organization's goals and mission;

Specialized Experience at the CN-51 level: You must have one year of specialized experience at or equivalent to the CN-40 level. (For qualification purposes, CN-40 is broadly equivalent to the GS-9 level.) For this position, specialized experience is defined as experience assisting in the application of quality and effective assessment tools to support individual and organizational decision making. This experience should reflect direct experience (1) analyzing candidate and employee assessment challenges and assisting in the identification of cost-effective screening and assessment tools; (2) supporting research studies to develop or identify and implement assessment tools for human resources decision making and (3) conducting organizational assessments to support a division’s goals. AND


Education Requirements: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree that included a major field of study (i.e., amount of credit hours equivalent to 24 semester hours) or equivalent in psychology. You MUST submit a copy of your transcripts or equivalent.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week on your résumé.
