The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act) established the consumer bureau.  The central mission of the CFPB is to make markets for consumer financial products and services work for Americans.

What We’re Looking For

The position works in the Office of Human Capital, on the Talent Staffing team.  As an Employee Assessment Specialist/Personnel Psychologist, you will be responsible for advising hiring managers on the use of assessments; developing assessment and announcement materials; and serving as an assessment specialist resource within the Talent Staffing team.

Job Duties

The following are the duties of this position at the CN-53 (Broadly equivalent to the GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Employee Assessment Specialist, you will:

  • Analyze job requirements and content to establish criteria for classification, selection, training, and other related personnel functions. Observe and interview employees to obtain information regarding job requirements, job satisfaction and other relevant position information.
  • Develop psychometrically sound and useful tools, including interview techniques, rating scales, and psychological tests used to assess skills, abilities, and interests for the purposes of employee selection and promotion, leadership development, or for assessing individual, group and organizational effectiveness.
  • Develop surveys and scales and uses survey methodology to assess employee opinion, organizational climate and culture, and organizational effectiveness.
  • Advise CFPB managers concerning personnel, managerial, and organizational policies and practices and their potential individual, group level and organizational effects; develop and implement methods and tools for assessing and measuring individual and organizational effectiveness; provide guidance to managers in evaluating relevant data as indicators of effectiveness.
Job Requirements

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience at the CN-53 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). For this position, specialized experience is defined as development and application of psychometrically sound and effective tools for the assessment of individuals and organizations. This experience should reflect direct experience (1) recommending and conducting organizational assessments to support an organization's goals and mission; (2) analyzing candidate and employee assessment challenges and identifying cost-effective screening and assessment tools; (3) leading or supporting research studies to develop or identify and implement assessment tools for human resources decision making; and (4) applying competency-based tools and strategies for employee selection and development purposes.

Specialized Experience at the CN-52 level:
 You must have one year of specialized experience at or equivalent to the CN-51 level. (For qualification purposes, CN-51 is broadly equivalent to the GS-11 level.) For this position, specialized experience is defined as experience assisting in the development and application of psychometrically sound and effective tools for the assessment of individuals and organizations. This experience should reflect direct experience (1) recommending and conducting organizational assessments to support an organization's goals and mission; (2) analyzing candidate and employee assessment challenges and identifying cost-effective screening and assessment tools; and (3) leading or supporting research studies to develop or identify and implement assessment tools for human resources decision making.

Specialized Experience at the CN-51 level:
 You must have one year of specialized experience at or equivalent to the CN-40 level. (For qualification purposes, CN-40 is broadly equivalent to the GS-9 level.) For this position, specialized experience is defined as experience assisting in the application of psychometrically sound and effective tools for the assessment of individuals and organizations. This experience should reflect direct experience (1) conducting organizational assessments to support a division’s goals; (2) analyzing candidate and employee assessment challenges and assisting in the identification of cost-effective screening and assessment tools; and (3) supporting research studies to develop or identify and implement assessment tools for human resources decision making.

Education Requirements at the CN-51, CN-52, & CN-53 levels:

You MUST have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree that included a major field of study (i.e., amount of credit hours equivalent to 24 semester hours) or equivalent in psychology.
