ICF seeks an I/O Psychologist –Manager to work within the Organizational Research, Learning, and Performance Division (ORLP) Division. ORLP focuses on providing practical solutions to challenges in management and organizational change for public and private sector clients. The Manager will lead projects in areas such as competency modeling, job analysis, proficiency development and change management.

Key Responsibilities:

  • Manage the development of innovative, accurate, timely, and high quality solutions and services
  • Interact with federal, state, local and commercial clients
  • Manage the design, development, administration, and validation of job analyses, competency models and proficiency statements
  • Lead data collection and literature reviews
  • Conduct interviews and focus groups
  • Develop, administer, and analyze surveys
  • Conduct quantitative and qualitative analysis
  • Author presentations and technical reports

Basic Qualifications:

  • PhD in Industrial / Organizational Psychology
  • Authorization to work for any U.S. employer
  • 8+ years working with applied research methodologies and data analyses
  • 8+ years of experience in job analysis and competency modeling
  • 5+ years of experience as a project manager responsible for project completion, quality, timeliness, and budget
  • Knowledge of best practices around topics such as job analysis, competency modeling, gap analysis, and qualitative and quantitative data collection
  • 8 + years of writing experience (e.g., to prepare technical reports; develop interview protocols)
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) and SPSS

Preferred Skills/Experience:

  • Previous Federal proposal experience
  • Experience designing 180 degree competency assessments
  • Experience designing and executing marketing and communication strategies
  • Experience working with organizations and clients in the energy sector
  • Experience with gathering information from subject matter experts via structured interviews, focus group sessions and job observations
  • Experience managing large projects and project teams worth $1-2M
  • Experience developing competency-based training is preferred

  • Excellent verbal, interpersonal and written communication skills

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
  • Ability to lead project teams on client sites
